Is it Standard Operating Procedure to replace rotors every time you need pad replacement ?

Seems like the last few times I've needed brake work on both my 99ML430 and my wifes' 98 320 Wagon , the technician (not dealer) says both pad and rotor need to be replaced. Is this common........?

Normaly the rotors wil need to be replaced every other pad change. This has also been my experience
