My 2007 Package 3 has it. Not sure if the newer one do. I ran a few toll plazas wondering why my iPass transponder was not registering before I realized in the manual where to find the "special" spots.

Interesting question... Mine ran a few NJ tolls not registering before I switched to the transponder on the license plate... Its not 100% clear if I really need it or not... I know it doesnt block my window 
so I like it... and will keep it there

Owners manual refers to IR reflecting windscreen having 3 "windows" in it (page 208) but gives no indication of being an optional extra.

It was part of the P3 on my 07's. Not sure of 2010s includes or deletes it.
It would say IR glass on the window sticker if it had it, or look at a shallow angle in sunlight and you will see the 3 "flashcard" size cutouts in the front glass.
