My ML350CDI averaged 10.8 l/100km over 67,000km. Never drove into the city in peak but off peak freeway/city driving would be around 11~12, Harrietville to Hotham about 13 (14 with a trailer), highway cruise 9 @ 110km, or 8 at 90km.
Fuel use should be related to driving style unless there is a fault. Common faults are blocked or worn injectors. This can be easily detected by a friend driving behind inspecting the exhaust smoke.

It is possible to be normal, before buying my 2008 R320 I looked at many R's and ML's and most had a 12L/100km average fuel economy read out, some with data since new (3-4 years worth), one was 14.5L/100kms. Mine was 9.5 when I got it, now it sits at 9L, primarily due to winter warmups as on paper it is averaging 7.5-8 range most of the year.
I run it at 2000rpm most of the time, it seldom sees higher rpms, if you drive it with the flow of traffic it will certainly take more fuel vs going at a steady pace and letting it upshift early.

My ML is averaging 10L/100KM over 45,000 KM so far.
I don't drive it with a light foot though and mostly drive between 120~140 KM/Hr on the highways. On long stretches of light traffic I see it drops to 8 L/100 KM.

With my 08 320cdi. I've been getting 22mpg around town & just over 25 mpg on a long highway trip. So spot on with EPA sticker for once...I'd like a tad more, but it has new air filters & running Mobil 1esp 5w30..
