Cargo cover will not retract. Help.

I misinterpreted what you were referring to. I thought you meant the cargo area trap door.

I don't think you can really fix these, but if you want to try they operate like a roller blind in your house. So there is spring tension on the center rod at all times, meaning you'll have to twist it when reassembling to make sure it still has tension.
I'm sure you can take apart the end covers and take it apart, but it's probably full of springs and plastic parts.
I would just buy a used one. My truck didn't come with one and I paid $90 shipped on eBay. They are usually cheaper locally because they are a bit expensive to ship with USPS. Keep watching craigslist and one will pop up.
