normally they don't come with a tune already, you have to first pay the unlock fee for the handhelds as they are VIN locked, then purchase a tune for your car.

Hypothetical here:
If my buddy has the same car as me, and I buy a tune and a MyGenius from EuroCharged or any company selling tunes for our car on the MyGenius.. can I just email him my new tune file? Or is the tune file vin locked as well?

This is useless device it belongs to one vin only. When you buy tune it comes basically for free.

Hand held units are an additional $399 as per Eurocharged. I was quoted over $1300.00 (STG1) without the unit in the North East. What do these tunes typically go for ?
