Xenon light takes 10 seconds to turn on.

My passenger side Xenon no longer is lighting up right away. It takes about 10 seconds when the car is cold (I assume when the bulb also is cold). It sets off my low beam warning then. I can see it flash once or twice before it comes on...as if it is trying to fire up. If the car is warm and I run into the store or something and come back out, it will turn right on.
I just had my car at the dealer because the key would not turn to start the car. They replaced the key, ignition unit, shifter....but nothing that relates to the lights I do not think. I did disconnect the battery for a few minutes before the car was towed to the dealer, but again....I wouldnt think that would relate. Any ideas? 2002 CL500.
