Light bulb problem

I have just retrofitted used OEM xenon bulbs, ballasts, and reflectors to my E300 headlights. They had been working properly until last night. When I fire up the lights, one of the bulbs will flash and then go out. All of my wiring is in place and secure, so it is not that. It continues to do this and I was wondering two things:
1. Do I need to replace my bulb?
2. Or, is this a problem with my ballast.
Am I providing enough details? Thanks for any help.

Check to make sure the lamp is seated properly.
