W201 HUGE vibration above 45mph

wow, i hate for my first post here to be a "help"post, but, i can't figure this out!
the car is an 87 190e, just a daily beater really that i bought for cheap. 5 speed manual.
above 45 mph the damn front end shakes and vibrates like the wheels are square. i've tried 2 sets of wheels on it, balanced right before mounting and nothing changes. ball joints and tie rod ends are not loose.
could it be the shocks?
any other ideas?

thanks.

I'd say it is a balance issue but if you already did it it must be something else

Does it shake only when you're going straight? If you are on a curve or when changing lanes does it stop? If your answer is yes to these questions it is probably the steering damper.

it never stops anytime i'm over 55 mph. the severity of it lessens somewhat over 65 but it's still there.

found tie rod ends bad, steering stabilizer bad, front struts blown.
replaced all 4 rod ends, steering stabilizer, aligned car, vibes reduced quite a bit, still present though. struts to be replaced next.

thanks for the tip on the mounts, i'll check those too.
