cold idle

cold idle
Hey all im new to the formums to gidday from new zealand!! :P My problem is as follows:
When a cold start is done the idle is slower than the warm idle IE it should idle at 1100 rpm wen cold and about 800 when warm but its idleling at about 600 when cold and 900 when warm!! If i adjust the idle up it races when warm......my car is an 86 190e.
things ive tried:
cleaning idle stababliser
cold start valve
timing
mixture
cleaning breathers
OVP relay
Fuel delivery system
any advice is appreciated
