loose turn signal and cruise control stalk

the whole collar around the turn signal switch and cruise switch moves when used. I checked the collar bolt under the column and it is tight. I think the screws behind the clockspring are loose. I have removed the steering wheel but cannot figure out how to remove the clockspring to get to the screws. please help thanks alan

09 E350 ,
after taking the wheel off loosen the steering column module torx on the bottom and make sure the clock spring is taped or marked remove column module and there should be some torx screws on the back holding it to the column module ,
