Keyless Entry chip

Keyless Entry chip
So when purchasing the card, the owner said that the vehicle does not have the chip, however; it has the capability of being a keyless vehicle.
The vehicle is a 2002 CL500 Renntech edition, the shift knob has the Engine/Start/Stop, however it does not work when pressed it says, "Key not recognized". Also, my key when placed near the door handle and holding the Door open button drags the windows down to summer mode and when holding lock pulls them up.
Heres where I think that it might need to be sync again with the key, and that it does have a chip. What are your says? Are there ways of syncing the key with the chip?
