2000 e430 fuel filter

On the filter, there's 4 outlets/inlets. I can push air through the 1 side (2 of the outlets/inlets), but the other side won't take any air at all, no matter how i put air through it. Is that how the filter is supposed to function? My car's not running so great, and i'm trying to pin point the problem. I got alot of black "gas" out of the filter when i pulled it off. I put it in a bucket, and in the morning it had settlement in it.

The filter doubles as a pressure regulator and consequently all entrances/exits are not for the same purpose.
