W126 Climate Control Fuse # 10 and 11

I am a temporary caretaker of a very nice '85 500SEC, with 136k on it, and it runs beautifully, a fast and powerful car! However, the climate control does not work. I have manipulated all the buttons, and get no output, either cold or hot. When I press the Automatic button, it does not light up.

Today, I noticed that, when starting the car when having set for a few minutes, I get a short blast of air from the ducts, and then nothing.

With the ignition on, I have measured 12V+ at fuse #10, but zero at #11. Both fuses are good. I do not have a service manual, but am comfortable around automotive electronics. Could this be one of the relays in the fuse box, and, if so, which one? Or could this be a bad climate control panel?

I have not observed any weird behavior that might indicate a bad ignition switch. However, the vanity mirror lights do not work. Have not noticed if the other courtesy lights work.
