I'd be checking your overvoltage protection relay (OVP). it will have either a blown fuse or it'll be defective. hard starting cold and high idle and high fuel consumption are the usual symptoms, sometime ABS light on too. Basicly when the OVP is faulty the engine ECU has no power......so no cold start enrichment, no idle control, no overrun fuel shut off.
