Vito 639 van won't turn over, and stuck in park

Vito 639 van won't turn over, and stuck in park
Hi all, I have a 639 Vito van, I just changed the oil on it last night, then started it and moved it for where I had it parked.
I went to start it today and it won't turn over, the ignition lights come on, but then it dies straight afterwards, before I even try to turn the key to turn it over.
The car is also stuck in park.
I should also note it was in the rain last night, and sometimes the alarm goes off in the rain.
I tried jump starting it with no luck.
Any suggestions?
