Radiator Drain Valve Problem

I think I have bad drain valve on the radiator on the MY11 E-350BT. I'm getting started on replacing an EGR valve, etc. so I'm draining the coolant. I located the drain valve, lower right of radiator; catch pan is ready, turn the valve (horizontal initially) ccw to open (vertical now), and nothing. Uh? I do have the coolant reservoir cap off. I'm scratching my head here!
Suggestions? I posted this over in the E-Class (W212) forum, but figured someone here might have an answer for me.

Call me paranoid, but it takes a full turn of the drain valve to open, not just a quarter. That yellow line marking the closed position of the valve made me think it's a quarter turn, and it didn't turn so easy.
Well, now on to the real work at hand....going to clean the ERG actuator, clean the EGR cooler, replace the turbo (bearing seized up), and while I'm that far into it, replacing the oil cooler seals too. . .
