Question adjusting low beam level? how?

i am trying to adjust the beam level of my c-coupe.

there is a plastic thumb nut (it looks like i could use a screwdriver, wrench or just my fingers to turn) on the top side of the light housing, between the highbeam bay and lowbeam bay. is that the adjustment wheel? i turn it clockwise and it seems to aim the lights lower but i want to make sure.

Those are the knobs I used to adjust the vertical aiming after the tech monkey at the dealership screwed it up.
