Trying to get this old barn find running (has not run in 14yrs)

Cranks and tries to run pouring gas into the throttle body

The pump is seized and I am in the process of trying to free it up

There is no power at the pump and I am assuming I should see a relay under the hood. Anyone know its location....thx in advance ...Jim
