I'm trying to drain the coolant from the system to get some air out (pulling a vacuum then refilling), so I took off the reservoir cap, went under the car and hooked up a hose to the drain fitting (#3 in the diagram below) and turned the dial on the coolant drain plug (#4 in the diagram below) 90 degrees to the left, but nothing came out. Does anyone know why that might be? It doesn't feel like it can turn any further than that without breaking something.
At this point I'm thinking of just unhooking the hose to the coolant pump and draining it that way, but that doesn't seem ideal because there would still be some coolant in the hoses.

I had the same problem with mine, and I did just disconnect the hose at the lowest point. I wasn't really out to replace the coolant, but I had a hose come off and wanted to evacuate and refill using the vacuum method. I had the OEMTOOLS kit, but there are some cheaper ones on Amazon that will probably work just as well.
The goal was to get air out of the system, which the vacuum method does well.
