Esl programming trouble

Esl programming trouble
This is the mssg i get when trying to read the emulator module. As already copied eis data and calculated password, however when i try the check esl status, synchronize esl, or read module data i always get this msg. Am i missing a necessary step. Need help!

Was the RSL programmed at all ??

It seems your NEC chip is dead as door nail... not responding.
Contact ebay seller for advice... they program, you install.
