Just had one of my exhaust valve actuators replaced and when engine is off one flap is open and the new actuator side is shut. What should the position of the flaps be when engine is off?

You can research WIS product description or instead take 5mn to scan your chassis for fault codes with a good MB scanner.
You'll find out a whole lot more data.
