Bumb for help
OK, found some info on using a Bluetooth Transfer app to enable OBEX-OPP.
Tried it and still no joy.

I had an HTC EVO (original) and the original BT adapter "B6 787 5839" and I NEVER got it to upload the contacts (however pairing and function worked fine).
I then upgraded by adapter to the B6 787 5878 and it worked, all functions. I recently upgraded my phone to the HTC EVO 4G LTE and it works even better (faster update of contacts).
Hope that helps.
FYI: I love the LTE - it's fast, the screen is huge and the color/resolution is beautiful, plus the mini HDMI out is nice so I can attach it to my TV.

Which carrier (in case it makes some difference)?

Tried a Droid-Razr.
It worked!!
It asked for an OK to access the phone book.
Had to tell it YES and then tell it I did not want to be asked again, and then YES again, and the phone book loaded!

Seems Android 2.3 does not know how to do this, but Android 4.0 does.
The phone we got ended up being a Moto Droid 4, that shipped with 2.3x.
Started working when it self updated to 4.0

All android phones work just fine. ive used them since 1.6
Once you establish connection go in to the settings (on the phone) for that BT connection and make sure that you check syc of contacts. i found that to be an issue a couple of times.
