Verdict
The naturally aspirated GT3 may be almost as challenging and rewarding as the GT2 RS but at the end of the day the 200 additional horsepower, the relentless push, the instantaneous PDK action and the awesome aero build the GT2 RS a pedestal of its own. We have seen it coming for some time and now here it is: the most extreme high-performance road-going manifestation of the turbocharged six-cylinder boxer engine. The 911 unshackled, and barely recognisable."

At least PORSCHE is attaining the best possible lap time based on how the car is configured stock from the factory without modifications to make the car run faster.
With regard to the "tail wagging", I think the driver did make wide turns and not sure what the motivation is running a bit wider on the overrun.
For a twin-turbo 3.8 liter flat-six engine and rear drive car to do sub-seven lap time at Nurburgring is indeed an accomplishment by PORSCHE. We'd have to wait a little more for the "Official" best lap time.

Then on March 1 2017, Lamborghini Huracan Performante broke that record with a best Nurburgring lap time of 6:52.1 (with optional Trofeo R tires, non-standard)
And recently September 20 2017, the record is now back with PORSCHE with a blistering record speed of 6:47.25 at Nurburgring. Full lap below.
The record is back home to PORSCHE.

"....The GT2 RS is not only the most powerful, but also the fastest 911 ever built. This record was not a one-off: Lars Kern (30) from Germany and Nick Tandy (32) from the UK broke the previous record for road-approved sports cars (6 minutes, 52.01 seconds) in their first attempt and subsequently finished five laps in under 6 minutes, 50 seconds. Andreas Preuninger, Director GT Model Line, says: “It’s not just the record time achieved by the GT2 RS that demonstrates the vehicle’s class, but also its consistent performance in every lap. We’re particularly proud of the fact that this was achieved with two different vehicles and two different drivers, as this underlines the GT2 RS’s ability to reproduce this record result over and over again."
