(1) Is the thing in the white circle an air pump ??

(2) If yes, what is the function of an air pump ??

I don't know if thats the air pump but what it does is pumps air into the exhaust manifold to aid in burning any unburnt fuel after it has gone through the engine. In other words smog control.
