Testing FP Relay question

I've carried out the test for faulty fuel pump relay as per the MB CD.

It points to the FP relay being at fault as all the voltages were correctly read.

What is it that causes the FP relay to fail?

The one I have currently is brand new (from previous owner) with the casing off, I can see the relay open and close, but the car doesn't start.

When jumped across pins 7 &8 it starts no problem.

Is there anything that could cause a new FP relay to fail or is there another common fault linked with the FP relay that would cause the no FP not to run?
