Picture inside: What is this, should it be so hot?

Hi guys, great forums.
I would have used the search function, but I don't actually know what this component is called!

My car won't start and prior to that it was running very rough, the fuses inside the fuse box have been changed.

My questions are;

In the picture, what is the item labelled 2? It's extremely hot, it gets to this very warm temperature shortly after the battery is connected.

What is item number 3? same problem as number 2.

Also, the pipe circled and labelled 1, what is that? I can't seem to find where it goes, I'm beginning to think it may have snapped and goes far back.

To answer my own question in case others are curious, 2 and 3 are ballast resistors.

pipe 1 could be the power steering return oil line, it should not be so hot.

or am I wong solly.
