I just bought a 1991 560 SEC. Is it normal to have to let off on the gas slightly to cause an upshift?

No, you might want to check that the vacuum modulator is working correctly.

1985 300SD, 1990 300SE, 2002 E320 Wagon RWD.
Could also be the detent cable, it can be adjusted to change shift points and firmness.
