ASR Light and reduced engine power?

Hey guys, first time poster here. So my dad has a '95 s420 with 119k miles on it. Posting up because in colder weather the car sometimes turns teh ASR light on, when this happens the engins power is greatly reduced. I have found that turning the car off and on again tends to solve this problem. Now I'm on other forums so I know to search before posting but noone else seems to have this problem. Any idea's on what might be causing this?

Also the little plastic protective cover in the shift gate has broken, doesn anyone know where I can find this and about how much it would set me back?

From the way it behaves, it might just be condensation on the rheostat tracks causing a bad signal and panic in the ECU.
