One fan not working right

On my S600 (96') one of the 2 front fans is not working. The one on the driver side starts with the car but after 45 sec or so slows down and barely spins while the one next to it on the passenger side constantly spins. I tried replacing n65/1 module but nothing changed. What can possibly cause it. Car is doing fine but at one point (100f outside temp, city driving and AC working) it started overheating.

How do those 2 fans supposed to work and how are they controlled?

Thx!

I haven't. What can I really inspect there? I was hoping this might be "common" problem so there are easier solutions than pulling it out?

After a little break, I just removed the fan assembly and everything looked good. I also replaced the radiator fan and the same thing still happens. What else can it be?

Is this normal, this video is right at the start up. Do both need to spin fast?
