Is this normal?

Took off the cover to change my air filter and to degrease the engine and on both sides of my engine I have these connectors that are tie wrapped and just sitiing there...I have no problems with the car or any check engine lights..was wondering if this is normal or should these be hooked up to something..I am not the original owner of the car...thanks for any help
