Turn the knob on the lever left of the steering wheel (the big fat one above the smaller lever). There are two settings, automatic rain sensing wipers on normal, and the same thing on a more sensitive level.

Is there away to adjust the sensitivity? Mine don't seem to slow down fast enough when the rain stops. I end up waiting and the wipers are rubbing on the windshield without any water for at least 30 to 60 seconds.

Mine sometimes do that, but I just turn them off if it bothers me. There is not an exact 1-to-1 relationship w/ rain stopping, but I find most of the time they do just great!
