A/C delayed start?

A/C delayed start?
I've searched and if it's been discussed, I apologize in advance.
I've noticed that it takes about 1 minute for the fan to start blowing. It works perfect but if I turn the car off, it takes another minute for it to start blowing. At first I thought maybe it was an option so that hot air was never blowing when the AC was selected but now I'm not so sure because if the air was cold when the car was shut off, it couldn't heat up that fast if I started the car again within 60 seconds.
Am I missing something or is there an underlying problem?

Set on max, it does not push air immediately. It doesn't matter what temperature or fan setting I use, it takes about 60 seconds for the fan to kick on.
