Rear Control Arms - is this normal?

I got my 05 S55 about a year ago. Recently, I've been hearing a jingling at the rear end when I go over bumps. I took the rear driver side tire off and found that a metal washer on the control arm is loose and is the sound that I'm hearing. Is it normal for this to be this loose? I'm going to assume no - is there some other part missing or is the bolt too loose?? Thank you!

See attachment for torque specs and see instruction #3 installation note. Bolt should be tightened with wheels on the ground.

Thank you! How am I supposed to tighten with the wheels on the ground? Is it okay to put the rear wheels on a ramp, get under the car and tighten that way?

Yes of course. Jack the rear of the car up using the differential as the jacking point and place ramps under the wheels to lower it down on to. Be sure to chock the front wheels before jacking as the car may roll. SAFETY FIRST! This is the same procedure that I use for doing the front suspension component final torquing under vehicle load using the center jacking point on the cross member.
