Question dash vents not working

Only the outside dash vents deliver air on my 2000 s430. The central vent and the floor vents cannot be activated by rotating the control dials for directing air to upper or lower vents. The recirc control or the carbon filter control are not working. I pulled the glove box to gain access to the carbon filter (which I replaced), and confirmed that the vent does not change position when activating the carbon or recirc controls. I have done the recommended resetting steps (hold recirc and carbon controls until light stops flashing, press and release auto buttons, restart car), with no success.

I suspect failure in climate control unit. Before I buy another, can anyone recommend how to test the existing unit? Or other test that might be appropriate.

you do the AC flap test-----the instructions for accomplishing the test are all over the internet

Did flap test. All flaps indicate 0 to 100% function, however no air is directed to floor area (left and right). Typically actuator motors are inexpensive, however installation can be difficult. Scanned the site/internet for actuator locations and see that there are 3 actuators (top, central, rear vents). Can't tell where floor actuator is located. Anyone know whether access should be from driver's or passenger's floor area?

You can try, or do it correctly by removing the dash.
