Front bumper side marker question

Front bumper side marker question
so some idiot bumped into my car in the parking lot & broke one of my side marker & some scoff marks(without leaving a note!! 
) luckily, I was able to buff out the scoff marks & since I have to replace the side markers I might as well replace them with pre-painted ones from Evosport............my question is i notice that there is a black halter(housing) that the side marker clips into, but is the black housing suppose to be loose inside the bumper?? If anyone has replaced their side markers please tell me how exactly do i put the side marker back.

No the inside housing shouldn't be loose. I changed my amber ones for clear and that was much nicer. Get this though... I ordered them from the supplier and the MB service dept. guys couldn't install it! So I went to the MB body shop and the guy there did it on the spot for free. He had to pop off the plastic housing/cover in front of the wheel well...

Yeah, you have to go inside through the wheel well. Turn the wheel hard right or left then pull the plastic plugs carefully. The little middle part pulls out then the whole plastic tabs come out.
Easy, you just need a small flat head screw driver.
The black housing for the bumper lights clip and and lock down. Flip one end out then it should pull out and release.
