Newbie w/ 2010 s500 writing from korea! Need some help

Newbie w/ 2010 s500 writing from korea! Need some help
First off.. hellos to everyone on board 
I've had my 2010 s500 for about 5months now.. learned a lot from the forum. Bought a fully loaded s500 for a lil less than 200,000$ (yea.. tax on foreign car is a killer here..)..more disappointingly, the govt somehow thought that LED fog lights were hazardous to oncoming vehicles and had the official MB dealers to disable the light. :/
Now.. would anyone know how to ENABLE the fogs back on?
Also I noticed there were TWO lenses on our headlight but only ONE was used for both low and high beams. I can't figure out what the other lens is for.

I don't think there really is a way enable those back, you can manually change your DRL's but if they turned them off for a safetey hazard, I bet they changed the software a little bit to block you out of there! Good Luck!
