Salvage?
Can salvage control modules be installed in place of new and do they and or can they be reprogrammed ? For example parktronic control module or blind spot control module
and if so how ?

Can you replace faulty modules with used modules? Yes, and most do not need programming.
There are a few exceptions, like the key receiver EIS, and some transmission parts.
Some will need adaptation to the vehicle, like O2 sensors.
Parktronic should be plug and play...no programming.
If you are ADDING blind spot assist you will need SDS to acknowledge that the system exists when it is added.
There will be many more details and sensors that need to be added for this system to work.
I keep a lot of used modules as spares to use for testing or replacement when needed. They are cheap compared to new.

Depends on the control module. Parktronic -- likely yes. I know the '07 radar modules can be swapped with salvage parts. The one that I know for certain cannot be replaced with a salvage part is the ABS/ESP control module.
