Ventilated Seats?

So I noticed that the seat fan shuts off when I am stopped are traveling very slowly. Is this correct? If so it makes no sense

So it says the fan speed CAN be reduced automatically. Does this mean I can turn the automatic function off? I can't find that anywhere

I haven't found a way to turn off that setting. Not a big deal imho, but I happen to like that you don't hear the fan while stopped.
