2016 Navigation Map update

My car is a 2015 S550 4matic, build date was in late June 2014. After researching through the Dealership computers, the Service Manager states that I am not entitled to three years of free updates. Does anyone have any documentation I can present the dealership with to waive the Nav update fee? The servicing dealership was not the dealership I bought from - does that make a difference?
Additionally, I now have a shimmy when braking that I can feel through the steering wheel. During Service B, are the dealerships required to remove the brake pads to check for wear? Something feels very wrong. I'll get this looked at again when I go back for the Nav update.
Here we go again. Again.

Obviously that is not true. I told him that there have been two updates since I bought my S550. I am mad. He admitted he thinks I am correct, but wants me to pick up my car.
I think that I am going to call the service manager. Supposedly he has been helping with the issue.?!?
They must not do any map updates at this dealership.

What should I do?

You will need to take it to a different dealer if you want the update. It took my dealer less than an hour on my '16 S class to update to version 7. Clearly they do not know what they are doing on your '15 since they wanted to charge you for the free update and ultimately could not figure out how to do the update. If I were in your shoes, I would call MBUSA and tell them the story and see if they have a dealer in your area that can do the update. This way if the next dealer can't figure it out you have MBUSA involved. Just my 2 cents.
Thank you for your suggestions!

First, he said most dealers do not install these updates if the customer has no complaints. They are time consuming and some updates change the way features work. Some customers complained about those changes.
Second, some 2015 S class will not successfully update the Nav unless other software updates are done first, and the Star computer used must have all its current updates installed. The other thing they have found is like the old potato chip commercial, you cannot have just one! At least on the 2015 S installing some of the updates can cause new problems unless all the updates are done at the same time.
The decision we made is to have all the updates installed and then update the Nav to the current version, even though I have no issues currently. He advised leaving the car an extra day just in case. I think part of the service issue is the availability of enough Star computers to start early in the day to get it done on time.
The reason I was talking with the SA is I had my wife's 2014 E63S in for B service and asked them to look at why the rear channels and subwoofer were not turning on automatically on startup. The dealer installed the 4 gateway and software updates that had been released for this car and they cured the problem. It took about an hour.

The SM told me that nothing has to be ordered as they get the software as a cloud update...
