technican said there was a problem with the Right side Catalystic Converter efficiency "caused by metals in catalytic converter depleting, allowing it to not clear exhaust fumes."

Is this something I need to worry about? or are they just trying to fleece me? Seems kind of wrong to need to replace a catalytic converter when my car only has 22,000 miles (2015 model purchased in 2014 - so just outside the 8 year warranty on exhaust) Thanks in advance for any advice.
If your auto registration process requires an emission inspection, you probably have to fix the CEL condition in order to get renewed. If not, you can ignore it. The only thing that can happen with a broken CAT is to block the exhaust flow and cause poor performance. Imagine trying to breathe through a congested nose. There are O2 (oxygen) sensors before and after the CAT. The readings from these sensors are compared to report the effectiveness of the CAT. These O2 sensors can go bad and cause the CEL condition, but I think this would create a different code. Let’s hope they aren’t telling you the CAT is bad when it’s only a bad O2 sensor. 22,000 miles is way too low for real issues with a CAT. Bad gasoline, water or antifreeze in the exhaust might cause premature failure.

The cost of cats depends on the state that you live in. I live in California and we have the WORST of prices for replacement Cats. I have replaced cats on my older cars and I could have installed a $600 one for a 05' Nissan XTerra but for CARB (California Air Resource Board) I had to pay $1500. I would assume the $1500 quoted above wouldn't work in every state.

Years ago someone told me there are different price points for cats ... the OEM-grade product is designed to last for the 8/80 emission warranty period and costs more.

"Replacement" cats have less precious metal and aren't made to last as long and therefore sell for less.
