Yes, I've seen a constant decline in the ability to actually drive fast in Germany. Southern Germany in particular. Just way too much traffic and more and more restricted sections. Northern Germany is better. I used to have a customer in Leer. The A28, A31 and many sections of the A1 between Hamburg and Bremen were Paradise. Flew into Hamburg and got to blast down the Autobahn for 2 hours to Leer. Not as much traffic up there. These days I spend most of my time in the Frankfurt and Stuttgart areas. One thing I've also noticed over the years is that the driving discipline has gone downhill. Younger drivers don't know how to drive anymore. They doodle around in their Fiat 500 and whatnot, blocking the passing lanes. They don't know how to judge the speed of approaching cars behind them, pulling out into the fast lane at 100 kph while I'm approaching at 250+ kph. Used those AMG brakes many times to haul down from 200+ kph because of knuckleheads like this.

Used to drive on the Autobahn in the early 80's, totally different experience, today all the European traffic north to south and east to west goes through Germany, on the other hand I really don't want to fight some speeding tickets here with lawyers and judges....just for "some" fun !

Unless you are going to play at COTA track days, where you going to run that monster?

Find you some good County roads, if there are any. Try Marfa/Alpine/Marathon area.
