Tire fit
Today I Learned(TIL) that the 21” wheels come with something called tire fit. The tires are performance oriented and there is no spare. So, for a flat, this tire fit kit is a filler in the tire to seal it and hence get you home, or dealer for repair/replacement.

We haven't had a spare for a long time (in Europe). It should not matter if the wheels are 21" or less, the spare would not need to have the same wheel diameter and not the same tyre width. The tyre diameter should be the same but it is the same for 20" or 19" wheels anyway.
