65 owners - help, what's this?

65 owners - help, what's this?
At the rear of my '08 S65's engine cover is what looks like an old style radiator cap with an overflow pipe. Anyone know what it is? Does your have a drain hose attached?
You'll see in the second pic that some fluid is draining, leaving a white stain.
I've got a bad smell in the a/c when the air vents are open (not on recirculate though), so I've been looking for the culprit and noticed this.
Any ideas from 65 owners welcome!

Low temperature cooling circuit.
You either have a bad cap, a bad IC pump, or you drove the **** out of that 65.
But even with driving the hell out of it, I don't see the coolant getting hot enough to boil over. So, I'm going with a bad cap.

Should there be a hose on the ribbed overflow nozzle in the pic?
