check around the edges where the two halves of the headlight come together, check for gaps or cracked seals. you can use some water proof clear silicon to patch up anything if you find it.
or you can always bake them open and reseal them completely yourself, sounds intense but i promise you it will probably be harder to take your headlights off the car than to bake them

Headlight condensation
So in the end what did you do ? Did you silicone around them or bake them ?
I am having this problem and the rain is forced in under driving and still can get in from around the top of the clamshell. I was going to put a bead around the top of each headlight, something that can be removed and is flexible.

Reseal with butyl rubber. Can be found at home depot for 6 dollars. Get new lenses while you're at it.
