When I turn on the rear fog lights, only the driver's side comes on and gets brighter. Its not the bulb. Is this the way it should work. Also, when I slide the center armrest forward a tan panel is exposed and the color of my car interior is Ash. Is that standard?

A lot of times that panel pops off and gets lost, so yours may have been replaced with a used one that wasn't an exact color match.
Your car looks a lot like mine. A 1999 in brilliant silver with ash interior. What color is the panel in yours?

Yes, the rear fog light is only on the left (driver's) side for countries which drive on the right side of the road. As mentioned elsewhere, this distinguishes the light from a brake light.
I solved the problem with some gray leather dye. the panel was not loose.
