wipe them off?
I have never seen in a dash, and have only seen on plant leaves!
I have seen the instrument cluster dismantled, but not sure what could have made the specs.
Good luck!

You have major problems my friend - never mind the spots but the instrument panel has been installed up side down

On a lighter side get yourself another instrument panel
