On a '94 or earlier car you point the remote at an IR receiver, press the button, and within 30 seconds you lock or unlock the vehicle with the mechanical key.

The syncing procedure is in the manual, point the fob to the IR receiver, press the button twice, then open the ignition within 30 seconds.
Check the battery of the FOB first.
If the remote is new, only the dealer will programme, have problem with mines done bought a new one from the dealer 120 USD working
