SL/R129: Speedometer needle jumping all over.

Speedometer needle jumping all over.
I have an issue with the speedo needle jumping all over as the car starts to roll.
I have replaced the caps. and the power transistor.
It's not the sending unit because I put a different cluster in and it works fine....so it's the printed circuit.
I've narrowed it down, I think, to one of the IC chips..KEPA-796.
The question is has anyone had this jumping speedo needle issue and was it repaired by replacing that chip or something else.
If it is that chip, which is available on..... (you guessed it)...... eBay, does that chip need to be coded? Is it a proprietary chip or will any KEPA-796 do.
And lastly, since I think it is probably coded and therefore a swap won't work....does anyone have an old board kicking around that I can harvest that chip from?
