SL/R230: Alarm will not arm and panic button does not function

Alarm will not arm and panic button does not function
2003 sl500. Alarm does not arm when doors are locked from the key fob and panic button does not function on key fob. 7.5 amp fuse has been checked. I would assume that I would get flashing lights and an alarm sound when either condition is met.
