Steady on turn signal

My turn signals and hazard lights have decided they don't want to blink anymore. I replaced the hazard light switch as advised, to no avail. I have a new relay, but cannot locate the one I need to replace. Any help will be most appreciated.

Year and model? '78-'81 relay is part of the hazard switch. All other years it is behind the interment cluster to the left of the steering column. I pull the instrument cluster to replace. Others have said it can be reached by removing the lower dash cover and reaching up.
